User Capability to edit Sidebar Layout

Hi there,
I'm using several plugins to manage user capabilities, as my client requires this.
I need a certain user role to edit the footer and sidebar layouts.
My question pretty much is, which "right" is hooked to your themes sidebar and footer layout options.
They simply need to be able to change the layout for the sidebars.

I don't need to format the content, that's not the problem.
