Strange double navigation bar showing for people not logged-in

Hello.
I cloned one of my previous GP sites to create a new site for a client that just makes some minor changes to the layout and colour scheme.
I'm finding that a second navigation bar is appearing above my primary navigation, but it displays only for people who are not logged-in. You can see a screenshot here: https://i.imgur.com/cFmQvqI.png
When I'm logged-in, it looks perfectly fine to me, like so: https://i.imgur.com/OdkKBpM.png
I've tried turning stick navigation off, but that didn't fix anything.
Any idea what could be causing this?

Any chance you can disable all plugins except GP Premium to eliminate conflicts from other plugins first?

Apologies for bothering you.
I traced the error back to the Autoptimize plugin. The cache files were also copied over during the cloning and that was causing the weirdness.
