Restrict Section Permissions

Is there a way, or a feature that could be added, that could remove the Edit Settings, Drag, and Remove buttons from sections? Say for a user with the Editor role or below?

Or those buttons could be enabled / disabled at the discretion of an administrator?

This would create an easy way for certain users to edit content only, not change the design, re-order, or delete content.
