Yikes. I’ve done everything I can think of here. Disabled all plugins. Cleared browser cache. Caching is set to zero. Completely reinstalled theme and plugins. Reset customizer to default, then enabled both primary menu and then set off-canvas menu and enabled it – nothing. It just refuses to display it’s glorious self. I went ahead and loaded my theme customizations back because it doesnt seem to want to load with default. Login details will be sent if asked for.

Any chance you can disable the caching plugin first?
Are you referring to the toggle not showing?
Where did it display before? Have you disabled the primary navigation in the metabox or with a layout element?

I just disabled the “required” (I guess by Hostgator?) Endurance Page Cache, but still no changes in menu. At one point I did disable several items, such as the header, primary navigation, footer, top bar, etc but I completely brought them back and then deleted that from disable elements.
I’m not seeing the primary navigation in your site at all.
What is the setting in the customizer?
