I want to move the green nav bar (that starts with resource library) to the bottom area of the site

Do you want to place it above, below or inline with the copyright bar?

Yesterday I had an opt in box merged with my site title. I would like to have that again, as I want an opt in box above the fold.

Can't find the opt-in form on your site currently but you will likely need to insert using a header element:

The form can be added in the page hero content:
