Mobile Menu Won't accept styles

We are using the premium theme. The Mobile menu for a client's website won't change to accept any of the colors or background images on the live version of the site. They change in the preview. Here's what the preview says it looks like.
What it actually looks like you can go see on any mobile device.
Please advise. It won't change styles no mater what settings I use in the customizer. I have already deactivated all plugins to see if there was a conflict. There was not.
Is it possible that the PHP version being out of date could cause this?

Are all plugins disabled currently?
If not can you do so for us to take a look?
Make sure to clear any server cache or plugin cache.
