Grid Block - Can't Press on Sub Menu Items

I'm made a button inside a grid container. The button is under a header that is also in the grid. Its just a two column grid and I'm adding these elements to the left side. I can't click on the link link icon to create a link for the button because my mouse pointer thinks I'm trying to edit the header that's sitting above it. I haven't had this issue in the past so I don't know what's going on.
Is there some other way to select the link icon so I can finish setting up the button?

I'm not sure what good the link will do as this is something that's happening in the administration interface. This is a problem when I'm trying to build the page.

I see. Have you tried using the WordPress List View functionality? Example: https://share.getcloudapp.com/geuRdZ4N
Using the list view allows you to select specific Blocks in the Edit Page.

Yes, I use list view. I'm not having a problem selecting the right block. I'm having trouble using the blocks little menu that pops up when the block is selected. My mouse will not click on any items on the menu. It instead wants to edit the block above (that the menu is layering o top of). Is there some way to share a screenshot?
Hi there,
in the 3 dot menu in the top bar, select the Top Toolbar. This will move the blocks toolbar menus to the topbar.

That odd bug, i have seen it before, but i can't recall what the reason for it was.
If it continues to be an issue. let us know, just in case my memory comes back lol
