Exporting Site doesn't seem to work

I see in the docs that you can export the site, but I don't see the Generate Press Site as an option below the parts. The problem is that the json it exports is like 3k in size and doesn't transfer anything to a new site. You can't import it and it has no content.

The import/export option only import/export the customizer option and not your content.
Perhaps a plugin like this would help?

Ok, I've used that before. It just seems that the export options are confusing at best. They don't mean what you'd think they mean.
I think it is explained decently here as the checkbox does not include Content:

I'll see if the doc can be improved to specify that.
What does the unchecked box for Generate Press Site mean or do? It is not on my most current install as an option. It is not there. Only the individual boxes
That was for when we used to accept site library submission - it packages up all the required options.
We no longer accept submission so the option is removed.
