I’m so happy you like the site. I had to work hard to figure out how to do that myself, so I understand if you’re just learning. It’s not a plugin. It’s done with CSS. I can absolutely tell you how I did it.
Tom told me to start a topic in Suggestions so I’ve done that and copied this question there.

Very simple portal site. My old one was dated and didn’t have a strong mobile view. This one swaps widgets for the mobile version so that the portrait pic falls under the header rather than after the content as it would by default. I’m also trying something new by giving the #main a negative left margin so that the photo overlaps it. I played a LOT with the background but in the end decided all my ideas for it were too distracting and went back to something very simple. Suggestions welcome.
