Secondary Navigation Not Showing

I am trying to show the secondary navigation on the store and product pages. I followed the instructions here and set the location to store, products, etc but it isn't showing up.

Can you check if Secondary Nav module is activated on Appearance > GeneratePress?

You must have it activated to be able to display the secondary nav area.

Yes it is activated and will show if I choose any other display option - above header / below header / etc.
I thought the secondary navigation was showing when we were working on another topic here:

What happened since then?
This is a different site and I am trying to move the cart to a different place.
I'm a little bit confused about what the issue is here.
Do you actually need the code you are adding?
Can you disable those hooks for now?
