We are using a 'LANDING' template from the Site Library at our test site to be replaced when it is completed. How can we add a top bar menu with our phone number, and secondary menu above the main menu at the header?

Are you basically trying to replicate the header?
If so try this:
- Use the secondary navigation for the About, Careers menu items. Set it to above header and align left::

- Use the top bar widget area for the social icons and set it to merge with secondary navigation:

- Add the logo under site identity:

- Use the header widget area for search, e-mail icon and the phone number:

- Then primary navigation for Home, Service... menu items. Set it to below header:
