Have you tried adding the top and bottom padding?

Is it possible to add Parallax without having to use the page hero functionality? I’m just looking to add that effect to the header, and this is seeming needlessly complicated.

Unfortunately not.

You should be able to recreate your current header layout with header element though.

It’s actually built for something like that.

So instead of using that image as the site header background, add that as the header element background image with the merge option:

That should help you to get started.
