"page attributes" and "layout" dropdowns not appearing on the page editor

Edit each of the Users and make sure your options match those of the temp one.
Then check the page in an Incognito browser.
One thing to look for is - check at the very bottom of the editor window in case those meta boxes have been dragged down there.

That's what had happened. I must have accidentally dragged it down to the bottom of the screen and it stayed there. I was able to drag it back into place and now it's all good.
