"page attributes" and "layout" dropdowns not appearing on the page editor

I have been through many of the other related topics in the support forum but nothing seems to be solving my problem. I must be missing some little thing. Here's what I've tried so far:

- Under "Modules" the "Disable Elements" is turned on
- I have premium and it says I'm "Receiving premium updates" in the license key area.
- I have cleared the server cache and browser cache.
- I have disabled all plugins.
- Nothing seems to be allowing those 2 dropdowns to appear.
- I'm simply trying to remove the "HOME" title from the home page.

Thanks for any help you can provide.

Hi there,

temporarily create a new home page - leave it blank and then assign that as your home page in Settings > Reading.
Now when you edit your real home page - are those settings available?

Is it necessary to have Guttenberg installed? I don't but I just wondered if that was a prerequisite possibly and maybe why it's not working?

Another problem is that when I publish a post the post shows up empty. I wouldn't normally try to confuse things by adding multiple problems in a support topic but thought it might help diagnose why things are not working the way they normally would. I have 3 content template blocks assigned to the post and when I delete them the post shows fine. When I reactivate them the article disappears and only the content blocks show. I’m using them as author bubbles so they show up when I include a tag in the article with the writer’s name.

No need to install Gutenberg as it comes pre-installed w/ WordPress since 5.0.

But if you have some snippets that purposely disables Gutenberg to use Classic editor, then you have to remove that so Gutenberg runs on the site as Layout Metabox is added on Gutenberg's UI.

Block Element - Content template is meant to override the default template of the page you've assigned it to.

The content template should have dynamic values fetching the contents and meta of the post.

If the content template doesn't fetch the correct values, the post will not display anything. If it's displaying a static value instead of dynamic, all of the posts will display the same static value regardless of what's in its content.

If the Block element - Content template is empty or is in conflict w/ another Content template, then issues like this are bound to happen too.

To avoid conflicts w/ other content templates, make sure their display rule location don't overlap.

As far as anything disabling Guttenburg, I thought Guttenburg was a plugin. Perhaps I was too hasty in saying I didn't have it installed. Here is a list of what I have installed and (although not shown in the pic) I have turned all of these plugins off and the problem persists.

Yes! When I log into the temp I see the layout tab. Any ideas why that would be the case?
