Ok, so step 1 was to set Autoptimize plugin settings correctly, step 2 was to disable Minify on Cloudflare JavaScript, CSS, and HTML, and step 3 was to deactivate Cloudflare Super Page Cache. Now the website menu works on smartphones. :)

Yes, it works but I would have liked to know what makes Cloudflare Page Super Cache plugin prevent a proper display on smartphones.

We’re not sure how Cloudflare Page Super Cache works. Theoretically, if its just caching resources, it shouldn’t cause the issue. However, if it’s caching resources and automatically minifying them, that could cause an issue. Did clearing its cached resources not work?

Perhaps you could reach out to Cloudflare Page Super Cache as to why it’s interfering with the mobile menu?
