How to have mp4 video as static background to entire site?

Is it possible we can have an mp4 video set as the background for the site? I have it up through a page header, but then the content of the site shows up below it. I would love to have it just there, and then my site content be able to be displayed and scrolled over it.

Let me know.
I'm assuming Body I think so it can be displayed behind the entire site and as folks navigate the site, it'll still be there in the background.
