How to add a Block Element as a site header?

Hello,
I created a Block Element and chose as a block type: "Site Header", with the intention of creating a kind of "Page hero". Unfortunately, on the page where I chose to display the block, it appears above the navigation menu and not below. How can I make it display under the navigation menu?
