how is the Outline function supposed to work?

With the Outline function, it seems that the List View is truncated. Like I can only see the elements that correspond to 25 or so lines of my page at a time. Is that how it’s supposed to work, or am I doing something wrong?
If it's how it's *supposed* to work, it's very frustrating. One of the most difficult things with GB is figuring out how to click in the right place. Like how to see the container, not the grid or an individual Block or what have you. The Outline view does make it somewhat easier; but if you have to have first clicked in the right place in order to even see the section of Outline that pertains to whatever I'm trying to fix .... it's maddening.
Is there an easier way?

One of the most difficult things with GB is figuring out how to click in the right place.
I would recommend using the block navigation:
