Hi there!
I am developing a new website, and it must be horizontal.
I read tutorials to work with Elementor, but you may have a better option?

not exactly David, I need to convert an entire site, with horizontal scrolling.
Pages with sections, but that are navigated horizontally

I don't think there is a way to "convert" an existing site to that layout.
You would need to implement a custom solution similar to what David suggested above.
If you are uncomfortable with implementing a solution like that then I'd recommend contacting a developer through a service like Codeable suggested at the bottom of this article:

No it doesn't unfortunately - it's quite a unique/uncommon layout that would require a custom solution.
