Take a look at this:

The problem is, it doesn´t look like that on my screen.
I followed this: Pages -> All pages -> HEM (that is the front page -> choose between Edit, Quick Edit, Trash and View. The only one that opens up the page like in the video is View ->so I click on View and Edit Page on top -> and now it opens up a pane to the right, but it is the same one I have seen hundreds of times…almost, with Desktop and Block, not Desktop, Tablet and Mobile like in the video.
What am I doing wrong?

I think I know what you are missing.
Did you click on the block with the background image first?
Then you should see the options.
Pay close attention to 6/7s in the video:

You need to click on that section before the option would appear.
Made a video for you to watch how it looks like on my screen.
It doesn´t look like yours.

You did not click on the container where the background image is added.
...and where is that container function on this image?
