I have three footer widgets. After adding an Elements Hook, the widgets disappeared! Even after completely deleting the element, the widgets still will not display. I can see the footer widgets in the admin menu, but they do not render for the user.
I saw a similar problem on the forum topic: https://generatepress.com/forums/topic/footer-widgets-disapeared-after-adding-4th-and-5th-footer-widget/
Although my situation is slightly different, I disabled all the plug-ins and re-enabled them as suggested in this topic; it did not work.I have caching disabled during development.
There is an earlier version of the staging site, I’ll put both in the “Private Information” area so you can see.

In Appearance > Widgets, do the Footer Widget sections have Blocks?
Moreover, in Customize > Layout > Footer, do you footer widgets set to a specific number?

A: Yes. Four footer widgets, two have GB containers, in fact.Q: Moreover, in Customize > Layout > Footer, do you footer widgets set to a specific number?
A: It is zero. When I change it to 4 as part working with your question, the widgets appear but there is no styling (background, padding, etc). (Should I leave it at 4, or should I set it back to zero, where it was?)All I did previously was play around with the Elements. I didn’t mess with the widgets or customizer, but somehow it got whacked.

I see. Using Elements shouldn’t have caused this. There’s no code included in GP Elements that would affect widget content, and settings in your Customizer.
This is odd. I would assume something happened to your database somehow?
You may leave it at four, as setting it back to 0 wouldn’t show your widgets.
You should be able to add padding in Customize > Layout > Footer as well.
As for the background color, you may alter it in Customize > Colors > Footer Widgets.

Yikes. This project is on a shared hosting platform so there’s been no direct DB work. I haven’t even run so much as a query with this project.
Since the remedy to go in and do some rebuilding, I will probably jettison the footer widgets altogether and rebuild it in a single footer Element. This project has brought me closer to Elements; it makes for less clicking around the customizer. The only bad thing about it is the name (same as the HTML “element”); it can be confusing in a team setting with people not familiar with GP.
I’ll come back and close the ticket if I don’t encounter any more hidden surprises.

I’m closing this ticket. The footer has been rebuilt using elements this time.
I don’t know what whacked my footer before; hopefully it won’t happen again.
