Featured Image not showing when Page Header enabled

I've set a global page header for all single posts which works great. However, when it's active the featured image doesn't show in the post.
If I inactivate the page header, the featured image is in the post.
I deactivated all my plugins (no change).
Am I just missing a setting somewhere in the Customizer? I've set Featured Images > Post > Display Below Title. Not sure what's going on.
