Featured image settings are not taking effect. What am I missing? Featured image shows when I click "hide"; Location above title still shows the image below title; When I set the alignment to center, it displays left aligned. Help, please!

You are referring to featured image on single post?
If so the options are in Customizer > Layout > Page Header > Single Post Header Location.
Another option would be try the beta of the new version which makes blog options a lot better:

Yes, that is what I was referring to, thank you. What do the settings in Customizer > Blog > Featured Images refer to? It looks like they apply to the featured images on single blog posts but the changes don't take effect when I select the settings.
Customizer > Blog > Featured Images is for featured images on the main blog page.
I would recommend trying the new beta, it makes everything simpler :)
