cURL error 28: Connection timed out after 10001 milliseconds - Object Cache?

Hi,
I am hosting with WPMU Dev Hosting and they have an object cache. They let me know that my cURL error 28 may be due to GeneratePress not working with object cache - is this the case? I am getting this cURL error 28 timeout when trying to activate my license. I do not have cloudflare enabled on the site (re: https://generatepress.com/forums/topic/curl-error-28-connection-timed-out-after-10001-milliseconds-2/#post-1228252). I have tried disabling all plugins, WAF, etc. to no avail.

Our server doesn't have any blocks in place when it comes to cURL (or no one would be able to activate their license key).
Sometimes (rarely) our server will block server IPs if it detects some sort of abuse, so we can check if that's the case if you can share your server IP with us.
