Chinese Charactars in social media icons

I am using Lightweight Social Icons on a site. One of my users is seeing Chinese characters instead of social media icons. It seems to be a computer related problem because it occurs on 3 browsers on one computer. It only occurs when the user is logged out of Wordpress. When they are logged in, everything is fine. Another social media plugin acts similarly except instead of showing chinese characters, its just blank.

Do you have any idea what the problem is?
