anchor link doesn't function

I have made a video.
This is a tough one, sorry that we're not coming up with a solution right away.
It looks like the smooth scroll is coming from Elementor - do you know if it's possible to turn it off?

2. I've finally found the problem
The css id's (same id) was set to 2 areas - 1 for mobile and 1 for desktop.
When i tested and removed the area with the desktop css id it suddenly started working on mobile.
Is this a bug? because it did work before...
Then i tried setting a different id to each area - and linking it with 2 id's on each link separated by a comma - didn't work as well.
Eventually i've added a divider above both areas (which is shown on both desktop and mobile) and set the id to that.
Now only one issue is left - when i click an anchor link, the hover/current color (white) stays on the menu item instead of going back to normal color (green) - how do i fix this?

Hi,
The menu item is not white anymore after clicking - but if i hover over it after clicking it it's not being highlighted in white as other menu items. it just stays green
