1. I’m not aware of any plugins that do this currently, but I’m adding it as a feature to my WP Show Posts Pro plugin soon. There is most likely another plugin out there that does this if you look up “wordpress post carousel plugin”.
2. The Page Header add-on should be able to accomplish that area on specific pages: https://generatepress.com/knowledgebase/generate-page-header/
