I see dozens of topics with this same error and that there is no universal solution but it seems that GP servers may be blocking a lot of IP Addresses.
I've just installed a fresh WP on a server on which I currently have 4 other WP installations using GP that are all working fine. My IP Address is in the Private field.
Are you able to unblock this IP Address?
This is a really bad situation and with so many people having this problem it would be nice if y'all could figure out a way to prevent this. I have no problems registering dozens of other themes and plugins this way.

That IP isn't blocked on our end. Perhaps there's another one we can check? Some hosts have different outgoing IPs that are used instead of the server IP.
The issue may seem widespread due to the public support tickets, but it's actually a very small percentage of users who are activating their license keys that run into it. It's not possible to bypass our server firewall without bad things happening.
We're looking into alternative methods to activate (not cURL).
