By default, you should be able to move the Featured image through Appearance > Customize > Layout > Blog > Featured Images > Posts: https://docs.generatepress.com/article/adjusting-the-featured-images/ If you’re using a Block Element – Page Hero, you can alter it’s position theoretically anyway you want. Here’s the full article for reference: https://docs.generatepress.com/article/block-element-page-hero/ If you have lots of posts and pages, you can simply set the display rule of the Block Element to all posts and pages.
