Not sure if I understand. Can you explain the question a bit more?

The image is what you uploaded in the page header background image and you can have whatever style of texts you like in page header content, for example:
<h1>H1 text here</h1>
<h2>H1 text here</h2>

But how are the settings for the Image? How can i get a Image to that size? I have tried several ways, but without any success.

And what about the Welcome Text (above the Posts)?

I mean the size of the image + the settings in page header. Do you know that?
