Word Menu Below the Hamburger Icon

You can see in the screenshot below that the hamburger icon is above the word menu instead of beside it when I load the website on my phone. This has been driving me crazy for months and I can't seem to fix it. None of my other websites do it and I have the same settings. I have the Iphone 11.
