WooCommerce; WooCommerce not activated.

I have the GP Premium and yet my woo commerce states that it is not activated, nor does it give me the option to activate it. I cannot create a store without this for my site. Does anyone know how to fix this?

you must install and activate the Woocommerce plugin - simply go to the Dashboard > Plugins and search for and install woocommerce: https://wordpress.org/plugins/woocommerce/
Then the GPP Woocommerce Module can be enabled. This option just adds customizer options for styling the Woocommerce plugin.
