Width & Height Image (IMG) Attributes

Hi.
When I look at the HTML for my images, I see that WordPress is automatically specifying a width and a height:
Does this mean that my mobile users are getting this size image?
Can I safely delete those attributes?

Apparently, WordPress automatically adds a width and height attribute to all images I insert.
If those attributes are specified, does that mean that WP is serving both desktop and mobile visitors to my site the same image size as specified by the attributes?
If so, can I remove those attributes with incident?
