Why isn't the title attribute working on the new update?

ever sine updating to the new verson, the title="" attribute on images does not work upon hover,on the below mentioned website, it is working ok on my other websites, but not this one.
Hi Jason,
This was a part of our accessibility tweaks - the title tag was unnecessary and actually confusing for screen reader users.
