Why is my submenu visible on some pages but not others?

Hello,
For the life of me, I can't figure out why this is happening. I think it's related to some performance plugins I downloaded for deferring JS and scripts, but I've deactivated them and it's still happening.
My website is notthosecarrots.com.
You'll notice that my submenu doesn't work on some pages, but it does on others.

Can you go to customizer > colors > primary navigation, and check if the current color (the 3rd circle) of sub-menu text and sub-menu background are both set to white?
