why doesn't this link open in a new window?

i have a menu item that i've set to open in a new window, but it doesn't. any ideas why?

I took a look but not sure why it isn't working, unfortunately.
I tested in a clean install and the option worked correctly.
The menu system is completely handled by WordPress so it cannot be a theme issue.
Have you tried disabling all plugins and custom functions to test?

huh. it was the wp-accessibility plugin. i didn't realize that was poor accessibility practice.
