Which exactly folder I must load css file

Hello Dears.
I'm use plugin wpforo on forum https://forum.shpargalka.work/. Also here recommendation load file in theme folder. Check please.
Tell me please? I must upload here?
Or in folder theme not plugin? Write me please exactly way...

Hi there,
You should create a child theme for this as we can't guarantee if the files added to the parent theme's directory won't be wiped when you update the theme.
You then create a /wpforo folder within the child theme's root directory.
Say for example you have a child theme with a folder of /generatepress_child.
The path should be, /wp-content/themes/generatepress_child/wpforo/layouts/1/topic.php
