Can you please tell me what this file is used for and do I need this?

I an currently using stacksystem fonts and no fontawesome or google fonts or any other fonts on my site.

Those are theme icons such as drop down menu arrow and mobile menu toggle.

You can switch to SVG option to eliminate those:
