What controls the menu underline effect in the "Classic" site in Site Library

I would like to duplicate the menu underline effect that is present in the "Classic" site that can be imported from the site library.
I am guessing that this is controlled via CSS that is not immediately visible in the Customizer > Custom CSS?
If that is the case, I am hoping you can point me to which file that is located in and where in the file.

On a related note, it would be so helpful if the templates in the Site Library had a documentation file to go with each one that describes how and where different effects or structures are created or controlled within each particular importable site. I wouldn't suggest documenting the actual code itself (I mean leave at least something for folks to hunt around for, look for, and learn from) but a hint pointing to how and where would sure be nice. 😉
