Website Freezing When Scrolling

When I scroll down, the website gets stuck intermittently. See video below. Thank you for your help.

I believe it's a plugin conflict, try #1 here and maybe start with the caching plugin:

It's also causing the site to not load the CSS at the start.

I turned on the sticky menu function and on the desktop, the website freezes briefly. This happens when the website is loaded and you immediately scroll. It also happens when you load a new page and immediately scroll. I have a video recording if you need me to upload and link to it. This does not happen on mobile. It happens in Google Chrome and Chrome incognito. It does not happen in Edge. At first, I thought it was only my website, but this happens with http://demo.generatepress.com/ as well.
I'm not able to reproduce this. What browser are you using?
Google Chrome, see this video, please. It happens when you scroll soon after page loads. It sticks if you keep scrolling.

I am scrolling my website with GP on mobile, and it runs Ezoic ads, but this does not happen on desktop browsers. But on mobile safari, so far...I will scroll an article, it stalls and screen blanks out and then takes me to the beginning of article to scroll again.
This topic is quite old and it doesn't look like it's same issue as yours.
I will say that I've heard lots of users with Ezoic ads so you might want to mention this to their support team.

I am in touch with Ezoic support right now about this. I shared your update and URL comments. It's interesting that you point out many Ezoic customers experiencing this issue with GP on their networks.
I have asked them to try and reach out to you on this subject as I don't want to get caught between technical entities.
