Website cannot write style.min.css

Hi,

I will be wiping the database on this site. Are you done? I think I can manage with placing the minified css into the directory and letting it be read.

Unfortunately I'm not a big server expert (it sure would help in this case).

For this particular issue, I need to reproduce it on my end and then sort through the code and add some more fail-safes so that it generates the inline if it fails. I'll play with it for 1.13 to see if I can find the issue.
