Using Hooks To Insert Google Tags

I recently got a Google message that my site is not receiving traffic. I need to use Google Tag Manager to insert code high in the <head> and then immediately after the <body> tag.
I remember you helping me this 2-3 years ago using something called Hooks. It's worked well since then, until the last weeks. But all of a sudden no Google traffic.
I can't find Hooks anywhere. I understand it's in Elements, according to this page - https://docs.generatepress.com/article/hooks-element-overview/ - but when I go Appearance>GeneratePress>Elements it sends me through to your website https://generatepress.com/premium/#elements - I don't go to any page I can set up a hook.
Can you help me, please?
