Hello.
I’m usually using GeneratePress and GenerateBlocks with my own hosting but I was wondering if I can use GeneratePress and all the features including uploading starter sites on WordPress.com ?

Hi there,
you can but you need a WordPress Business account to allow you to add other themes and plugins.
