Use of Background Color

Why do I lose the ability to add/change background color if I don’t immediately add background color to my block. For example, if I want to edit a “colorless” block, I can only reliably alter the color of the text. The option to change background color is "hit or miss." That is to say, sometimes the background color is offered, sometimes it isn't.

What block are you referring to?
There aren't any default blocks from GP itself.
