Use Elements to Replace Cover/Hero Layout

Hey guys,
I'm looking to update/edit the cover/hero section of my site and wanted to ask if it's possible to use the Elements tool to do so in buld?
I'd be replacing the cover/hero section on this page (https://www.edwardjohnsonlaw.com/law-practice-areas/homicide-murder-charges/) with the new look on this page (https://www.edwardjohnsonlaw.com/law-practice-areas/dui-charges/).

It's possible but will certainly require some custom HTML and CSS.
