underlining titles

Is there a way to control how far and underline goes, and the height or thickness of the underline.
What I would like to do if possible is to underline 1/2 or 3/4 of H2 titles

Seems like that used to be possible, but I can't find any way to do it now?

I have the h3s underlined here, but would like to know how to control the thickness and the length so that it would be thicker and only go part of the way??

And I can't figure out if I should be working with a border or underline??
