Unable to set custom background image on post hero header, Donate template

I am using the Donate template for our new site design, and I am unable to figure out how to set the post hero header to a custom image. It keeps grabbing either the featured image, or nothing at all if no featured image is selected. I have set a custom background image in the element, but it doesn't display, making me think I'm missing a setting somewhere that is telling it to grab the featured image. Any help would be greatly appreciated!

Hi there,
edit the Block Element, select the parent Container Block, in its toolbar you will see the Dynamic Data icon:

Set the Dynamic Background Image to None.
It will then display the static background image you set in the Blocks settings.
