Unable to make pages full width

Hi Guy's
I'm not able to make full width pages for some reason.
Other generate press websites I run have a 'layout' panel in the page options panel where I can set the page to full width. But there isn't one on my new install:
So how do I do it?

in the editor, select the 3 dot menu > Preferences --> Panels and make sure the Layout panel is enabled.

I’ve got that selected and it’s still not showing?
Scroll down to the very bottom of the editor - is the panel displayed there ?
