On the update, it’s supposed to be a checkbox.
Can you try using the Parent Theme as opposed to the Child theme to test?

I temporarily got rid of the child theme and then deactivated all the non-GP plugins. Still no success. Navigation Search didn’t work.
After doing a bit of research I believe that in the previous versions, the Navigation Search was enabled through a dropdown. That makes me wonder if this problem goes back to when that change occurred and that my site where the Navigation Search is still working (with the dropdown in the current version) didn’t process the update completely since the Navigation Search feature was activated.
In any case, that is why I was wondering if I could get ahold of a previous version and see if this feature works.

Only the theme has a download source for older versions. You can get an older copy of GeneratePress here: https://github.com/tomusborne/generatepress/releases
Perhaps you can try to first create a Block Element – Search Modal. Then add a WP Search Block in the Block Element and set the Element to display on the Entire site.
If that still doesn’t work, try re-downloading and re-installing both the theme and GP Premium to re-test. Something somehow is causing it not to load.

I found version 3.2.4 of the GP theme and uploaded it to my site.
It seemed next to impossible to run a child theme with 3.2.4, as the child theme kept looking for version 3.3.0 and didn’t want to work without it. So I decided to move ahead without the child theme for now.
Next, I activated GP theme 3.2.4 and I was able to easily enable the Navigation Search using the dropdown menu in Layout > Primary Navigation. So that is what I am running on my site right now.
That said, running version 3.2.4 forever clearly isn’t the answer, but there seems to be a problem when updating to the current version of the GP theme, and as we know I am not the only one who has experienced this issue.
I should also say that tried re-downloading the current version of the GP theme, but that didn’t fix things either.
Please advise.
