Top Bar Settings Gone?

Hi --
Somehow, the top bar settings for my install are gone. Specifically, I'm looking for the settings to change the color of the top bar. When I followed the instructions in the help file, Top Bar doesn't appear there.
Can you tell me what I need to do to bring it back?

Does a widget exist in the Top Bar widget area?
D'oh! My bad -- I was using a secondary menu up there; I thought it was the Top Bar widget.
